VIGILANT - Vital Intelligence to investigate illegal Disinformation
In the European joint project ‘VIGILANT’ (Vital IntelliGence to Investigate ILlegAl DisiNformaTion), a platform with integrated tools is being developed in cooperation with police authorities in order to recognise disinformation from all important online sources and in different languages. The aim is to equip European police authorities with advanced technologies to detect and analyse disinformation leading to criminal activity at an early stage.
The project brings together 17 European partners from academia, industry, politics, national research centres and police authorities in an interdisciplinary consortium. The consortium is coordinated by the ADAPT Centre at Trinity College Dublin.
The project is funded by the European Union's Horizon Europe research framework programme under the call ‘Fighting Crime and Terrorism 2021’.
The CSS is leading the ethical work package, which aims to consider ethical issues from the outset and incorporate them into the design of the platform (‘ethics and data protection by design’). Particular attention is being paid to the following aspects: human autonomy; privacy and data protection; transparency and interpretability of automated analysis results; fairness, diversity and non-discrimination; social well-being and democracy, particularly with regard to freedom of information and freedom of expression. Finally, considerations on dual use and potential misuse will also play an important role.
